Who is a local candidate in APPSC Group 1 2026?

In APPSC Group 1 2026, you are a local candidate of the area where you studied for at least 4 years in a row, ending with the year of your Class 7 exam. If you did not go to school then, where you lived counts. Paras 6.3 and 6.4 reserve 95% of each zone or multi-zone list for its locals.

What is the four-year rule for local status?

APPSC notification 07/2026 makes you local to the area where you studied for at least four academic years in a row, up to and including the year you wrote the Class 7 exam (para 7.2). For most people these are Class 4, 5, 6 and 7. Where you studied later, or where you live today, does not decide it.

Here is the kind of question aspirants post in study groups when a form opens. "I studied up to Class 5 in Ongole and then moved to Vijayawada. Which zone am I?" Two people reply with two different zones. Both cannot be right, and the notification has a clear rule for it. We read paragraphs 6 and 7 of APPSC notification 07/2026 and counted every seat in its vacancy table (Annexure I) on 6 October 2026. This page gives the rule, the certificate you need, and what your local area changes for your posts.

A worked example. Suppose you studied Class 4 to Class 7 in schools in Kakinada district. Kakinada is in Zone II, and Zone II is part of Multi-zone I (para 6.3 and 6.4). So you are a local candidate of Multi-zone I for 11 of the 13 posts, and of Zone II for the Assistant Audit Officer post. It does not matter that you later did your degree in Visakhapatnam or now work in Hyderabad.

Why two areas? The posts are organised in two sizes. Eleven posts (codes 01 to 03, 05 to 11 and 13) are filled by multi-zone. One post, Assistant Audit Officer (code 12), is filled by the six zones. For those posts, your local area is your multi-zone or your zone. The DSP (Communications) post (code 04) is a State cadre post, so it has no local quota at all (para 6.2).

What if I studied in different places before Class 7?

If no single area covers your four years up to Class 7, APPSC looks at the seven years up to and including Class 7 (para 7.2.A.2). You are local to the area where you studied the longest in those seven years. If two areas have equal time, the area where you studied last wins.

Take the Ongole question from the start of this page. Class 1 to 5 in Ongole (Prakasam district) and Class 6 and 7 in Vijayawada (NTR district). Class 4 to 7 are split across two districts, so the four-year rule does not settle it. Over the seven years, Prakasam has 5 and NTR has 2. So this candidate is local to Zone IV and Multi-zone II, where Prakasam sits. Vijayawada does not count, even though the Class 7 exam was written there.

Now a tie. Class 1 to 3 in Visakhapatnam (Zone I), Class 4 to 6 in Guntur (Zone IV) and Class 7 in Kurnool (Zone VI). For the multi-zone posts, Guntur and Kurnool are both in Multi-zone II, so Class 4 to 7 sit in one multi-zone: local to Multi-zone II by the four-year rule. For the audit post, which goes by zone, Zone I and Zone IV have 3 years each. The candidate studied in Zone IV last, so the audit post local area is Zone IV. One person can have both answers at once, and that is how the rule is written.

What if I never went to school before Class 7?

APPSC uses the place you lived, instead of the place you studied, only if you did not study in any recognised school in those years (para 7.2.A.1 and Note b). The same four-year and seven-year counting applies to where you lived. You then need a residence certificate in place of study certificates.

The note in para 7.2 is printed in capitals in the notification, and it is strict. If you studied in any school up to Class 7, a residence certificate will not be accepted, and you must produce study certificates. If you got your degree from an open university without studying Class 7 in a school, you submit a residence certificate only. "School" here means an institution recognised by the government, a university or a competent authority.

A residence certificate comes from the Revenue Department, from an officer not below the rank of Mandal Revenue Officer (MRO) in charge of a mandal (para 7.2.A.3). If you lived in more than one mandal during those years, you need a separate certificate from the MRO of each mandal (para 7.2.A.4).

Which certificate do I need, and who issues it?

For APPSC Group 1 2026, most candidates need study certificates for Class 1 to Class 7, issued by the schools they studied in (para 7.1 and 7.2.A.3). Candidates who never studied in a school in those years need a residence certificate from the MRO. One kind of certificate is enough: study or residence, not both (Note a).

You declare Local or Non-Local in the application form itself (para 8, Step III). Every applicant uploads a photo and signature (Annexure III A.4). The notification does not list study or residence certificates as uploads. The notification asks you to produce the certificates "as and when required" (para 7.1), and at every stage of selection (para 4.11). Start collecting them now: an old school record can take time to trace.

I moved from Telangana to Andhra Pradesh. Can I be local?

APPSC notification 07/2026 has a separate line for this (para 7.3). Candidates who migrated from Telangana to Andhra Pradesh between 2 June 2014 and 1 June 2024 must get a Local Status Certificate from the competent authority and produce it at verification. The terms are in G.O.Ms.No.161, General Administration (SPF&MC), dated 27 December 2022.

Two circular memos of the Government of Andhra Pradesh also apply: No.4136/SPF&MC/2015-5 of 20 November 2017 and No.4136/SPF&MC/2015-17 of 27 December 2022. The notification does not say who the competent authority is, or which conditions a migrant must meet. We have not read the G.O. or the memos, so we do not state them here.

What does being local change for my posts?

In APPSC Group 1 2026, 142 of the 166 posts are kept for local candidates and 24 are open to everyone on merit (our count from Annexure I). Para 13.5 keeps 95% of each list for locals of that area. Annexure I marks 21 open posts in the lists, and the 3 DSP (Communications) posts have no local quota.

The 24 is more than 5% of 166 because most lists are small, and Annexure I still marks 1 open seat in most of them. The open part of each list is filled on combined merit, locals and non-locals together.

So your local area decides which local seats you can compete for. We added up every seat in Annexure I by zone. The count for your zone is your multi-zone's posts, your zone's audit posts, and the 3 State-level DSP (Communications) posts.

What does local status not change?

Being non-local in an area does not shut you out of APPSC Group 1 posts there. The open part of each list is filled on merit from locals and non-locals together (para 13.5). Annexure I marks 21 such open posts. With the 3 DSP (Communications) posts, which have no local quota, 24 of the 166 posts are open to everyone.

A Zone I candidate, for example, has 76 posts in their own area and can still compete for 12 open-merit seats elsewhere in the State. Local status also does not change your age limit or your community reservation. It changes only which local seats you can be counted for.

It also does not fix your posting by itself. You give post and multi-zone or zone preferences online before the Mains and again at certificate verification. The ones given at verification are final (para 15.9). The notification adds that preferences are "only indicative", and the Commission can assign you to any notified post you are qualified for (para 15.10).

The one thing to keep from this page: your local area is where you studied for the four years up to Class 7, not where you live now, and the proof is your Class 1 to 7 study certificates.

Questions people ask

Is my local area where I live now?

No. APPSC decides it from where you studied for four years in a row up to Class 7. Where you lived counts only if you did not study in any school in those years.

Which classes do I need study certificates for?

Class 1 to Class 7, from each school you studied in. Notification 07/2026 asks for these in para 7.1.

Who issues a residence certificate for APPSC?

A Revenue Department officer not below the rank of Mandal Revenue Officer, in charge of the mandal where you lived. You need one from each mandal if you lived in more than one.

Can I give a residence certificate if I studied in a school?

No. Para 7.2 says a residence certificate will not be accepted from anyone who studied in a school up to Class 7. You must give study certificates.

Can a non-local candidate get an APPSC Group 1 post?

Yes, through the open seats. Annexure I marks 21 posts in the multi-zone and zone lists as open to all. The 3 DSP (Communications) posts are also open to all. That makes 24 of the 166 posts.

Does local status matter for DSP (Communications)?

No. It is a State cadre post, so the local reservation does not apply to it (para 6.2).

When do I choose my zone for APPSC Group 1?

You give post and zone preferences online before the Mains and again at certificate verification. The ones given at verification are final.
